Federación ANCAP (ANCAP Federation) is the labor union for people who work at the ANCAP or Administracion Nacional de Combustibles Alcohol y Portland (National Administration of Fuels, Alcohol, and Portland Cement). The ANCAP is a State's run company that is responsible for several oil refineries, and chemical activities in Uruguay. The company also runs several gas stations in Uruguay.

The trade union FANCAP and its flag appeared a lot during the 2003 ANCAP referendum. As the government of Jorge Batlle tried to privatize the company, the union with the help of the Frente Amplio collected signs to make a referendum about this privatization. Under the Uruguayan Law it is possible to make referendums after collecting signs. So general people can
